This form is intended to help you assess your eligibility for homebuyer assistance through the ReCoverCA Homebuyer Assistance Program. Results are for informational purposes only. To apply, please contact a ReCoverCA HBA Lender.

The form includes 4 questions. Take your time to read each one carefully before answering. Provide honest and accurate responses, paying attention to any eligibility criteria. Once you're satisfied with your responses, click the Submit button at the end of the form.   1.  Residency in 2023 or 2024 —
At the time of the disaster, was your primary home located in a Qualifying Disaster Area?


Guideline: Eligibility for the 2023/24 Flood Disaster funding through the ReCoverCA Homebuyer Assistance Program is limited to individuals and families whose primary residence was located in a Qualifying Disaster Area during the applicable time period, as defined below:

2023 Qualifying Disaster Areas

  • Hoopa Valley Tribe (ZIP 95546)
  • Monterey County
  • San Benito County
  • Santa Cruz County
  • Tulare County
  • Tuolumne County

2024 Qualifying Disaster Area

  • San Diego County
  2.  Flood Impact —
Were you impacted by the flood event?


Guideline: For the first 60 days after applications open (November 10, 2025 - January 12, 2026), priority will be given to households that can demonstrate that they were impacted by the flood disaster. Examples of acceptable documentation include, but are not limited to:

  • Paid FEMA claims
  • Paid renters insurance claims
  • County records showing rental property damage
  • FEMA claim information from landlords

Claims that were denied, are unverifiable, or are unrelated to housing will not be considered for prioritization.

  3.  Income Limit —
Is your household income within the Program Income Limit?


Guideline: Household income cannot exceed 80% Area Median Income (AMI), based on household size.

Household income refers to the total income earned by all members of a household over a specific period, typically a year. This includes wages, salaries, bonuses, self-employment income, rental income, interest, dividends, Social Security benefits, and any other sources of income from adults 18 and older living in the household.

To look up the Program Income Limits, follow these steps:

  • Select the California county where you plan to purchase a home.
  • Locate the row labeled "Low (80%) Income Limits ($)" based on the number of people in your household.
  • Cross-reference this row with the column for your household size to find your household income limit.
  • Once you have identified your household income limit, ensure that your actual household income is at or below this amount to qualify.
  4.  First-time Homebuyer Requirement —
Are you a first-time homebuyer?


Guideline: Applicant(s) cannot have owned or had ownership interest in any real estate in the past three years to qualify as a first-time homebuyer.

Exception: Applicants who owned a home in the disaster area, were impacted by this disaster and have since sold the home.
